OXFORD, England (P) Winthrop Rockefeller son of the governor of Arkansas, has been suspended from Oxford University for failing his first-year examination, the school said yesterday. Young Rockefeller had been studying English Literature. He will be allowed to take and will be readmitted to the college if he passes. Rockefeller said he intends to prepare for the exam again. ARMENIA 24-Hour Ambulance Service frozen all or most of the way through, lunar scientists reported yesterday. The temperature at a depth of 120 miles within the moon is about the same as that miles down into the earth, Dr. Frank Press of the Massachusetts Institute of told a news conference. "NOWHERE IN the moon is there molten rock," Press said. "Most of the moon is solid." Press said that by comparison, at a depth of 60 to 120 miles in the earth, temperatures are so high that the rock is partly molten.

Dr. Gary Latham of Columbia University's Lamont Observatory said data from a seismometer left on the moon by the Apollo 12 astronauts last Nov. 19 indicate that moon quakes occur in at least nine different places every month at about the time the moon in its orbital path comes closest to the earth. THE FACT that these quakes are repetitive and occour in the same locations each month indicates that they are produced by tidal strain, triggered by the earth's gravitational pull, rather than by meteorite impacts, Latham said. Latham said some of the moon quakes are in the Fra Mauro area only about 50 miles from where the Apollo 14 spacecraft is to land in February.

But since the quakes all are small they will not cause the Apollo craft to tip over or the astronauts to tumble into a crater, he said. Latham said the data indictates that the moon's surface is a rubble consolidated by impaction, to a depth of at least 10 or 15 miles. DR. CHARLES P. Sonett of Ames Research Laboratory, Moffett Field, said data from an Apollo 12 magnetometer left on the moon and from two magnetometers in the Explorer 35 satellite, still in lunar orbit, produced two unexpected results: "It came as a complete surprise to find that there existed a magnetic field of 35 gamma, 1-1000 of the magnetic field on the earth's equator," Sonett said.

"Analysis of this field suggests that it is due to a fossil remnant of a stronger field which was frozen into lavas. "THE GEOCHEMICAL time dating of the lunar surface suggests that this time was at least 3.2 billion years ago." Sonett said this magnetic field was consistent with the finding of magnetic fields in lunar rock samples returned to earth by Apollo astronauts. "We now know that the moon either had a strong magnetic field during early times, which means that it was spinning and had a hot interior, or that it was captured by the earth and experienced a close approach, which would have caused many catastrophic effects on the earth," he said.
